बिगब्रेकिंग : धामी कैबिनेट ने जोशीमठ आपदा पीड़ितों के लिए ४५ करोड़ जारी करने की स्वीकृति, मंत्रियों ने दिया एक माह का वेतन, पांच जगहों पर होगा प्रभावितों का पुनर्वास

विस्थापन के लिए 15 हजार रुपये प्रति पशु दिए जाएंगे। बड़े पशुआं के लिए चार 80 रुपये और छोटे पशुओं के लिए 40 रुपये दिए जाएंगे। नवंबर महीने से 6 महीने के लिए बिजली और पानी के बिल माफ करने का निर्णय लिया गया है। सहकारी बैंक से लिए गए लोन को अगले एक साल तक न भरने की छूट वाणिज्यक व सरकारी बैंक की किस्त पर एक साल तक रोक लगाने के लिए केंद्र सरकार से अनुरोध किया जाएगा। मंत्रीमण्डल की बैठक के बाद मुख्य सचिव डॉ. एस एस संधु एवं सचिव अपदा प्रबंधन डॉ. रंजीत सिन्हा ने मंत्रीमण्डल के निर्णयों की बिंदुवार जानकारी दी।

1- जोशीमठ के आपदा प्रभावित भू-भवन स्वामियों / व्यक्तियों को स्थायी अध्यासन / विस्थापन नीति निर्धारित होने से पूर्व अग्रिम धनराशि ₹ 1 लाख (जिसका समायोजन किया जायेगा ) तथा सामान की ढुलाई एवं तात्कालिक आवश्यकताओं हेतु गैर समायोज्य धनराशि ₹ 50 हजार अर्थात कुल 1.5 लाख आवंटित किये जाने हेतु राज्य आकस्मिकता निधि से ₹ 45 करोड़ की धनराशि पत्र दिनांक 11.01.2023 के द्वारा अवमुक्त की गयी है। उक्त के सम्बन्ध में मा० मंत्रीमंडल द्वारा कार्योत्तर अनुमोदन प्रदान किया गया।

2- जिला प्रशासन द्वारा चयनित भू-खण्डों ( कोटी फार्म, पीपलकोटी, गोचर, ग्राम – गौख सेलंग, ग्राम – ढाक) के क्षेत्रीय सर्वेक्षण के उपरांत जोशीमठ के आपदा प्रभातियों के लघु कालिक पुर्नवास हेतु चयनित भू-खण्डों पर सर्वे के उपरान्त प्री-फेर्बीकेटेड स्ट्रक्चर्स का निर्माण किये जाने पर सैद्धान्तिक स्वीकृति प्रदान की गयी है | मंत्रिमण्डल द्वारा यह निर्देश भी दिये गये कि जोशीमठ के आपदा प्रभावित परिवारों / व्यक्तियों के मध्य सर्वे कराते हुए भवन दिये जाने अथवा पैकेज के रूप में धनराशि दिये जाने का निर्णय लिया जायेगा ।

3- शासनादेश सं0 763, दिनांक 02.09.2020 के द्वारा आपदा प्रभावित ऐसे व्यक्ति, जो कि किराये के मकान पर निवास करते है, उनको किराये के रूप में अधिकतम 6 माह के लिये प्रतिमाह ₹ 4000 की धनराशि मा० मुख्यमंत्री राहत कोष से दिये जाने की व्यवस्था है। जोशीमठ के आपदा प्रभावित व्यक्तियों हेतु उक्त किराये की धनराशि ₹ 4,000 प्रतिमाह से बढाकर ₹ 5,000 प्रतिमाह किये जाने पर अनुमोदन प्रदान किया गया। उक्त के साथ ही जिलाधिकारी, चमोली की रिपोर्ट के आधार पर यदि उक्त किराये में और अधिक वृद्धि किये जाने की आवश्यकता होती है, तो इस सम्बन्ध में निर्णय लिये जाने हेतु मा0 मुख्यमंत्री की जी को अधिकृत किया गया ।

4- भू-धंसाव / भू-स्खलन प्रभावित परिवारों को होटल / आवासीय ईकाईयों में राहत कैम्प के रूप में अधिवास करवाये जाने हेतु एस०डी०आर०एफ० के मानकों के अनुसार वास्तवित व्यय अथवा ₹950 प्रतिदिन प्रतिकक्ष, जो भी कम हो, उपलब्ध कराया जायेगा। उक्त के साथ ही राहत कैम्प की अवधि के दौरान प्रति व्यक्ति हेतु भोजन के लिये प्रतिदिन ₹ 450 उपलब्ध कराया जाना प्रस्तावित है। यदि कोई व्यक्ति राहत कैम्प में भोजन करने का इच्छुक नही है, तो ऐसे व्यक्ति को भोजन हेतु प्रतिदिन ₹ 450 धनराशि उपलब्ध करायी जायेगी। एस०डी०आर०एफ० के मानकों के अनुसार पशुओं के प्रतिस्थापन हेतु ₹15 हज़ार दिए जाएँगे, इसके अतिरिक्त बड़े पशुओं के चारे के लिये ₹ 80/- प्रतिदिन तथा छोटे पशुओं के चारे के लिये ₹ 45/- प्रति दिन की धनराशि सम्बन्धित व्यक्तियों को उपलब्ध कराई जाएगी ।

5- जोशीमठ नगर क्षेत्र के भू-वैज्ञानिक सर्वेक्षण तथा जल निकासी योजना इत्यादि कार्यों हेतु सिंचाई विभाग के स्तर पर शोर्टलिस्ट संस्थाओं में से M/S WAPCOS Limited Gurugram को टो-इरोजन तथा भू – धसाव / भू-स्खलन से सम्वन्धित कार्य ई०पी०सी० मोड में कराये जाने हेतु एकल स्रोत के सम्बन्ध में कराये जाने हेतु यह निर्णय लिया गया कि सिंचाई विभाग एवं वैपकोस में से जो भी शीघ्र डी०पी०आर० तैयार करते हुए कार्य प्रारम्भ कर सकता है, उसके सम्बन्ध में निर्णय लिये जाने हेतु मा० मुख्यमंत्री जी को अधिकृत किया गया है।

6- भू-धंसाव / भू-स्खलन से प्रभावित भू-भवन स्वामियों का एक जनपद स्तरीय समिति के माध्यम से क्षति आंकलन का सर्वे कराते हुए, उसके उपरान्त उनकी भूमि तथा निर्मित भवन हेतु सहायता राशि उपलब्ध कराये जाने के सम्बन्ध में मा0 मंत्रिमण्डल द्वारा एक सप्ताह के अन्दर पैकेज तैयार कर भारत सरकार को प्रेषित किये जाने के निर्देश दिये गये।

7- जोशीमठ की आपदा के दृष्टिगत भारत सरकार से राहत पैकेज के रूप में धनराशि प्राप्त होने तक राज्य सरकार के संसाधनों से अल्प कालिक एवं मध्य कालिक किये जाने वाले विभिन्न कार्यों पर धनराशि का व्यय किया जाना प्रस्तावित है, जिसका समायोजन भारत सरकार से राहत पैकेज के रूप में धनराशि प्राप्त होने पर कर लिया जायेगा।

8- भारत सरकार के पत्र दिनांक 10.10.2022 के द्वारा निर्गत एस०डी०आर०एफ० के नवीन मानकों में यह व्यवस्था की गयी है कि ऐसे परिवार जिनकी आजीविका का साधन आपदा के कारण प्रभावित हुआ है, उनके परिवार के दो व्यस्क सदस्यों को मनरेगा के अन्तर्गत निर्धारित मजूदरी की दरों के अनुसार अनुग्राहिक राहत प्रदान की जायेगी। जोशीमठ की आपदा को दृष्टिगत रखते हुये राहत शिविर में निवास कर रहे व्यक्तियों को एस०डी०आर०एफ० के मानकों से सम्बन्धित भारत सरकार के पत्र दिनांक 10.10.2022 के साथ संलग्न सूची के कमांक संख्या – 01 (ड) को लागू करते हुये राहत शिविर में निवास करने की अवधि तक के लिये, मनरेगा में निर्धारित दरों के अनुसार अनुग्राहिक राहत राशि प्रदान किये जाने के सम्बन्ध में मा0 मंत्रिमण्डल का अनुमोदन प्राप्त किया जाना प्रस्तावित है।

*इसके अतिरिक्त कैबिनेट द्वार 4 अन्य विषयों पर भी सहमति दी गई है।*

 

1- माह नवम्बर, 2022 से आगामी छः माह तक के लिये जोशीमठ के आपदा प्रभावित परिवारों / व्यक्तियों के बिजली एवं पानी के विद्युत बिल माफ किये जाने का निर्णय लिया गया ।

2- जोशीमठ के आपदा प्रभावित व्यक्तियों के बैंक इत्यादि से लिये गये ऋण की वसूली को एक साल के स्थगित किये जाने के सम्बन्ध में यह निर्देश दिये गये कि सहकारी बैंकों की ऋण वसूली तत्काल प्रभाव से स्थगित की जाय तथा अन्य कमर्शियल बैंक के स्तर से भी ऋण वसूली स्थगित किये जाने का अनुरोध भारत सरकार से किया जाए।

3- उत्तराखण्ड राज्य के सभी पर्वतीय शहरों की धारण क्षमता का अध्ययन किये जाने का निर्णय लिया गया है।

4- जोशीमठ की आपदा से सम्बन्धित विभिन्न प्रस्तावों पर शीघ्रता से निर्णय लिये जाने के उद्देश्य से मा0 मुख्यमंत्री जी को अधिकृत किया गया।

5- जोशीमठ भू धंसाव प्रभावित परिवारों की सहायता के लिए उत्तराखण्ड के सभी कैबिनेट मंत्री अपने एक माह का वेतन मुख्यमंत्री राहत कोष में देंगे।

₹ 15000 will be given for replacement of animals, in addition to this, ₹ 80/- per day for the fodder of large animals and ₹ 45/- per day for the fodder of small animals will be provided

Instructions were given to prepare the package within a week and send it to the Government of India

Study over the carrying capacity of all the hill towns of Uttarakhand state to be conducted

Electricity and water bills of the disaster affected families/individuals of Joshimath to be waived for the next six months from the month of November, 2022

In-principle approval has been given for the construction of Pre Fabricated Structures

In connection with the Joshimath landslide/Subsidence, a cabinet meeting chaired by Chief Minister Shri Pushkar Singh Dhami was held at the Secretariat on Friday. After the cabinet meeting, Chief Secretary Dr. SS Sandhu and Secretary Disaster Management Dr. Ranjit Sinha gave the information about the decisions of the cabinet which is as follows:

1- Advance amount of ₹ 1 lakh (which will be adjusted) and ₹ 50 thousand(non-adjustable amount) for transportation of goods and immediate needs, i.e. total ₹ 1.5 lakh, to the disaster-affected landowners / persons of Joshimath until the permanent occupation / rehabilitation policy is determined will be provided. An amount of ₹ 45 crore has been released from the State Contingency Fund vide letter dated 11.01.2023 . In relation to the above, post-facto approval was granted by the Cabinet.

2- After the regional survey of the plots selected by the district administration (Koti Farm, Pipalkoti, Gochar, Village-Gaukh Selang, Village-Dhak), In-principle approval has been given for the construction of Pre Fabricated Structures. Instructions were also given by the cabinet that after conducting a survey among the disaster-affected families/individuals of Joshimath, a decision will be taken to provide houses or to give funds in the form of a package.

3- A per Government Order No. 0763, dated 02.09.2020, disaster-affected persons, who live on rented houses, to be given an amount of ₹ 4000 per month as rent for a maximum of 6 months from the Chief Minister’s Relief Fund. Approval was granted for increasing the amount of rent for the disaster affected people of Joshimath from ₹ 4,000 per month to ₹ 5,000 per month. Along with the above, on the basis of the report of the District Magistrate, Chamoli, if there is a need to increase the rent further, the Chief Minister was authorized to take a decision in this regard.

4- Landslide / Landslide affected families will be provided with actual expenditure or ₹ 950 per room per day, whichever is less, for accommodation in hotels / residential units as relief camps. Along with the above, it is proposed to provide ₹ 450 per person per day for food during the period of the relief camp. If a person is not willing to have food in the relief camp, then such person will be provided Rs 450 per day for food. According to the SDRF standards, ₹ 15 thousand will be given for replacement of animals, in addition to this, ₹ 80/- per day for the fodder of large animals and ₹ 45/- per day for the fodder of small animals will be made available to the concerned persons.

5-For the purpose of geological survey and water drainage scheme etc. of Joshimath city area, M/S WAPCOS Limited Gurugram which is among the shortlisted organizations at the level of Irrigation Department. It has been decided that irrigation department or WAPCOS, as a single source may start works related to toe-erosion and landslide / landslide in EPC mode after the presenting their DPR, In this regard the Chief Minister has been authorized to take a decision by the Cabinet.

6- After conducting a survey of damage assessment through a district level committee of land and building owners affected by landslides, a decision was taken by the Cabinet regarding providing assistance for their land and constructed building. Instructions were given to prepare the package within a week and send it to the Government of India.

7- In view of the disaster of Joshimath, it is proposed to spend funds on various short-term and medium-term works from the resources of the State Government till the funds are received as relief package from the Government of India, which will be adjusted against the relief package from the Government of India.

8- As per the new standards of SDRF issued by Government of India’s letter dated 10.10.2022, it has been decided that two adult members of the families whose means of livelihood have been affected due to the calamity, will get wages fixed under MNREGA. Ex-gratia relief will be provided as per the rates. In view of the disaster of Joshimath, for the people living in the relief camp (Implementing as per serial number – 01 (d) of the list attached with the letter dated 10.10.2022 of the Government of India order related to the SDRF’s standard), it is proposed to obtain the approval of the Cabinet in relation to providing ex-gratia relief amount as per the prescribed rates in MNREGA for the period.

Apart from this, the cabinet has also given consent on 4 other subjects.

1- It was decided to waive electricity and water bills of the disaster affected families/individuals of Joshimath for the next six months from the month of November, 2022.

2- In relation to the postponement of the recovery of loan taken from the bank etc. of the disaster affected persons of Joshimath for one year, instructions were given that the loan recovery of cooperative banks should be postponed with immediate effect and also from the level of other commercial banks. A request should be made to the Government of India to postpone loan recovery.
3- It has been decided to study the carrying capacity of all the hill towns of Uttarakhand state.

4- Honorable Chief Minister was authorized to take quick decisions on various proposals related to the Joshimath disaster।
